Parliamentary Procedures
An opportunity that Student Council provides is experiences of democratic procedures. At LFC StuCo, we hope that our members will have basic knowledge of parliamentary operations. These customs help meetings move efficiently and courteously. Below are examples of typical StuCo regulations.
Order of meeting:
- Call to order. (by an officer)
- Roll call of members present. (attendance sheet)
- Reading of minutes of last meeting. (secretary's role)
- Officers reports.
- Committee reports.
- Special orders (Important business previously designated for consideration at this meeting.)
- Unfinished business.
- New business.
- Announcements.(by advisors/teachers)
- Adjournment.
To Obtain the Floor and Present an Idea/Motion:
Motions are presented ideas that members would like to have the council consider and vote on. These can be changes you want to make to student council, or ideas and events that you would like the host. To do anything in StuCo, one must get the approval of the officers and advisors, and vote on it as a team. To present a motion:
a. Wait for the last person to finish speaking
b. Raise your hand and wait for an officer to acknowledge you.
c. Speak in a clear and concise manner
d. Say "I move that we...", "I move that the council" etc...
e. Do not go into personalities that do not concern to the council (stay on topic)
f. The chairman will call for a second ("are there any seconds?")
g. Someone will second by saying "I, name , second this motion"
h. The Chairman will ask the council to vote on it ("it has been moved and seconded that we... would the council vote on the motion. All in favor say aye")
i. Majority vote passes the motion
j. If there is no second the motion is lost.
Voting on Motions
There are many ways to vote on a motion. These are a few we may use.
- By Voice -- The Chairman asks those in favor to say, "aye", those opposed to say "no".
- By Roll Call -- Each member answers "yes" or "no" as his name is called. This method is used when a record of each person's vote is required.
- By General Consent -- When a motion is not likely to be opposed, the Chairman says, "if there is no objection ..." The membership shows agreement by their silence, however if one member says, "I object," the item must be put to a vote.
- By Division -- . Members raise their hands or stand. A count is taken
- By Ballot -- Members write their vote on a slip of paper, this method is used when secrecy is desired.

Constitution
The LFC StuCo has a constitution which outlines our goals and regulations. All motions must adhere to the Constitution.
The
CONSTITUTION of the STUDENT COUNCIL of LOWERY FRESHMAN CENTER ALLENISD
(revised 26 November 2012)
PREAMBLE
We, the
students of Lowery Freshman Center in our aspirations towards success, seek to provide
opportunities of parliamentary nature for the student body, serve our community
and its members,and host prideful events of school spirit. Thusly, we do hereby
establish, guided by the hands of democracy, this Constitution for the Student
Council of Lowery Freshman Center.
ARTICLE
I
The
Student Council Body
Section
100. NAME.
The
name of this organization shall be the Student Council of Lowery Freshman
Center
ARTICLE
II
The
Student Council Officers
Section
200. THE PRESIDENT.
The
chief executive officer of the Student Council shall be the President.
Section
201. QUALIFICATIONS OF PRESIDENT.
A
candidate for the office of President shall be a member of the Lowery Student
Body, and shall have maintained no less than an 85 grade point average overall.He/she
shall not have a citizenship mark from any teacher during his 9th grade year. Should
the president fail to continue to meet the requirements during his term of this
office, he/she will be placed on probation for 3 weeks and removed from Student
Council at the end of this time if he/she has not recovered the
requirements.
Section
202. ELECTION OF PRESIDENT.
The
President shall be elected by the members of the student body of Lowery
Freshman Center at a time appriated by the council members.
Section
203 DUTIES OF THE PRESIDENT.
The President shall:
a.
Preside at all meetings of the Student Council with the power to vote only in case
of a tie.
b.
With the consent of advisors and officers, call extra meetings whenever
necessary.
c.
Appoint committees as needed.
d.
Preside at designated assemblies.
e.
See that all rules and regulations of the Student Council are faithfully
executed
f.
Assume all extra responsibilities while in the tenure of office.
Section
204. SUCCESSION TO THE PRESIDENT.
Should
a vacancy occur in the office of President, the Vice President shall take the
office of President for the remainder of the year.
Section
205. THE VICE PRESIDENT.
There
shall be a Vice President of the Student Council whose manner of election,
qualifications, and term of office shall be the same as those for the
President.
Section
206. DUTIES OF THE VICE PRESIDENT.
The Vice President shall:
a.
Preside over the Student Council meetings in any absence of the President.
b.
Be a member of the council with a voice and vote therein.
c. Keep an accurate record of all
expenditures and income of the activities of the Student Council in that school
year.
d. Submit a monthly report of the finances to
the Student Council.
e.Chair the activities committees appointed from
within the Student Council
f. Assume all extra responsibilities which may
arise in the tenure of office.
Section
207. SUCCESSION TO THE VICE-PRESIDENT.
Should a vacancy occur in the
office of Vice President, the advisors and the principals shall determine a
successor and he/she shall fill the office.
Section
208. THE SECRETARY.
There shall be an executive
office of Secretary of the Student Council. A candidate for the office of
Secretary shall have maintained no less than an 85 grade point average overall.
He/she shall not have a citizenship mark of U from any teacher during his 9th
grade year. Should the Secretary fail to continue to meet the requirements
during his/her term of this office, he/she will be placed on probation for 3
weeks and removed from Student Council at the end of this time if he/she has
not recovered the requirements. The advisors and the other officers shall
determine whether the office shall be filled at that time.
Section
209. DUTIES OF THE SECRETARY.
The Secretary shall:
a.
Be a member of the Student Council with a voice and a vote therein.
b.
Keep an accurate and complete record of all transactions of the Student
Council, including minutes and agendas of all meetings.
c.
Keep an accurate and complete record of council members in attendance at all meetings.
f.
Enforce the proper manner of business during all Student Council meetings.
g.
Conduct all correspondence of the Student Council.
h.
Assume all extra responsibilities
which may arise in the tenure of office.
Section
210. SUCCESSION TO THE SECRETARY.
Should
a vacancy occur in the office of Secretary, the advisors and the other officers
shall determine a successor and he/she shall fill the office.
Section
211. THE HISTORIAN.
There
shall be a Historian of the Student Council. A candidate for the office of
Historian shall have maintained no less than an 80 average overall and he/she
shall not have a citizenship mark of U from any teacher during his 9th grade
year. Should the Historian fail to meet the requirements during his/her term of
office, he/she will be placed on probation for 3 weeks and removed from Student
Council at the end of this time if he/she has not met the requirements. The advisors and the other officers shall
determine at that time whether the office shall be filled.
Section
212. DUTIES OF THE HISTORIAN.
The Historian shall:
a.
Compile, create, and present a combined yearly scrapbook to the Student Body at
the ending of each school year.
b.
Be a member of the Student Council with a voice and a vote therein.
c.
Assume all extra responsibilities which may arise in the tenure of office.
Section
213. SUCCESSION TO THE TREASURER.
Should
a vacancy occur in the office of Historian, the advisors and the other officers
shall determine a successor and he/she shall fill the office.
Section
214. REMOVAL FROM ELECTED OFFICE.
The
possible need for removal of any elected Student Body Officer from their
position shall follow these procedures:
a. If any officer is found to
have violated the AISD Student Code of Conduct policy, that student will be
removed from their office.
b. If any officer is found to have
accumulated issues regarding attendance, discipline or citizenship at Lowery,
that student may be removed from their office,at the discretion of the
principal and the student council advisor.
ARTICLE
III
Student
Council Membership
Section
300. MEMBERSHIP.
The
Student Council of Lowery Freshman Center shall be composed of the Lowery
Student Body
Section
301. QUALIFICATIONS FOR MEMBERS.
All
representatives and alternates elected to the Student Council must maintain an
85 average with no grade below a 70 and cannot receive a citizenship mark of U
in any class. The Student Council advisor
shall
check each member's grade at the close of each grading period. If a member fails
to meet these requirements, he/she shall be placed on probation (may not attend
Student Council or Student Council activities for the following 3 weeks). .
Section
302. DUTIES AND PRIVILEGES OF
REPRESENTATIVES.
The representatives and alternates
shall:
a.
Attend ALL Student Council meetings. After the third unexcused absence from a Student
Council meeting, the representative or alternate will be removed from Student
Council.
b.
Report, as assigned by the President, to discuss the business of the Student Council
with the executive officers or committees as needed.
c.
Have the privilege of presenting to the Council any suggestions made by the students
for the general welfare of the school and student body.
d.
As elected members, conduct themselves as such by their abiding by all school rules
and setting examples for the rest of the student body.
Section
303. MEETINGS.
The Student Council shall
regularly meet at such times and places as called by the President, with the
consent of the advisors and the principals.
ARTICLE IV
Ratification
Section 400. RATIFICATION.
The
Constitution shall be ratified on the basis of individual votes of the
students. A majority vote of the entire student body will be necessary for ratification.
ARTICLE
V
By-Laws
Section
500. BY-LAWS.
The
Student Council shall develop and adopt such by-laws and rules of order as may
be necessary for the conducting of business of the Student Council. Such
by-laws shall not in any way conflict with provisions of the Constitution.
ARTICLE
VI
Veto
Section
600. VETO.
As
all powers are delegated to the Student Council and its members by the principal,
he/she shall have the right to veto any motion which is proposed.

VII
Amendments
Section
700. AMENDMENTS.
Amendments
to this constitution may be proposed by two-thirds vote of the entire Council;
such amendments shall go into effect when approved by the principal and
ratified by a majority of the council
